Truly Pinoy

BEEN a while since I last visited Techno Pinoy from whose site I somehow keep abreast of what's new in the techno front. Boy, did I like his new format and color choice, really makes for easy reading and really easy on the eye for site browsers!.
Like Mon Solo, I happen to believe in the Free Open Source System (FOSS) , especially for the computer program ofboth DTI and DepEd, which is now being laid out in various schools nationwide. Until I read Techno P, I didn't know Rep. Teddy Casino has actually filed a bill on FOSS. The bill has gone through several refinements and revisions, I understand though I must confess I haven't had time to really read the bill.
Just one thing, if Mon's wondering why the the bill seemed to highlight the matter of cost or economy in advocating for FOSS above such equally important things as "design. quality, coding standards, security standards.." etc., that's probably because to the average Filipino mind, the matter of cost is really always uppermost in consideration.
And if you doubt the truth of that premise, consider why Europeans or Norte Amerikanos when checking out a product or item would invariably inquire about standards or quality ("What's it made of, man?", or "Nice features..but will it last long, bud?") and ask about the price last, if at all.
And the Pinoy? First and foremost, the opening line is : "Magkano ba 'yan?"
Really don't know if a shift to parliamentary system can also change that uh, bargain mentality. By the way, how much will a Cha-cha exercise cost the taxpayers, you and me?
